Report receipt of waste: how to choose a software provider
Every provider on the GOV.UK list, grouped by what the product actually is, with published prices where there are any. Written by one of the providers on it, which is a good reason to read the method at the bottom before you trust anything here.

The short version. From 1 October 2026, a permitted or licensed site in England and Wales that receives waste must record each load on the digital waste tracking service within two working days of the day after it arrives. You can do that with DEFRA’s own free service, or with software that submits for you. The GOV.UK list exists so you can check that a piece of software really is connected before you buy it.
What the GOV.UK list is, and what it is not
The list is published as Report receipt of waste: choose a software provider. When it was last checked it carried 121 provider and product rows. It grows steadily: it roughly doubled over the summer of 2026, so any count you read anywhere, including in this sentence, has a shelf life.
What it means. A provider on the list has integrated with the Report receipt of waste service and has been through DEFRA’s production approval tests. That is a real, checkable thing, and it is worth insisting on.
What it does not mean. It is not an endorsement and not a quality ranking. DEFRA says so itself. Three things follow that are worth knowing before you shortlist anyone:
- Listed does not mean finished. When we read the field in September 2026, at least one listed vendor’s own website still described its DEFRA submission as pending approval.
- Listed does not mean there is a product to buy. A number of entries are in-house systems built by waste operators for their own sites, or bespoke integrations added to an existing ERP. They are on the list and they market nothing, because they are not for sale.
- Two rows carry an exemption note — the words “exempt for certain PAT scenarios” appear next to the product. GOV.UK does not publish which scenarios, and its guidance is to ask the provider. If one of those is on your shortlist, ask, and get the answer in writing.
A note on the word “approved”. The regulations use “approved software” as a defined term, and a digital waste record means one made using it. Whether being on this list is the same thing as being approved software in that legal sense is a question we put to DEFRA in writing on 8 September 2026. Their reply of 10 September 2026 did not rule on that legal point, but it settled the practical one, in these words:
“This is also part of the terms for software providers which you would have agreed as part of obtaining your credentials. These include a clear statement that you cannot advertise your software as ‘Defra accredited’, ‘Defra endorsed’, ‘Defra certified’, ‘Defra approved’ or similar. A simple factual statement and referencing the published list of compatible software, as you have done is in line with this.”
So treat any provider calling itself “DEFRA-approved” as using words DEFRA has told every listed provider not to use, ourselves included. The full reply, and what it does and does not settle, is in the FAQ on the GOV.UK list and the word “approved”.
The eight questions worth asking any provider
These come from reading the field rather than from a template. Each one separated real products from each other when we looked.
- Does your software submit to DEFRA, or do I? At least one listed provider passed all 14 tests and still has the customer export a file and upload it by hand. That is a legitimate product. It is not what most buyers assume they are getting.
- Did you pass all 14 production approval tests, and with any exemptions? Several providers volunteer “zero exemptions”. Two rows on the list are marked exempt without saying from what.
- What happens when the DEFRA service is down? Ask whether submissions queue and retry, or fail and wait for someone to notice. Only a couple of providers make this a headline, and it is the difference between a missed deadline and a slow afternoon.
- Which nations, and do you handle hazardous consignment notes? The rules differ between England, Wales, Scotland and Northern Ireland, and a handful of products vary the hazardous paperwork by nation. Most do not.
- How does a load actually get into the system? Typing, a weighbridge feed, a CSV import, or a photograph read automatically. This is the single biggest difference in daily work between two products that look identical on a feature list.
- What does it cost per site per month, and what happens on 1 October? Free until the deadline is close to universal in this field. Ask what the price becomes afterwards and whether a founding rate is locked, and for how long.
- Can I get my records out? You must keep them for the statutory retention period, which does not care whether you are still a customer. Ask for the export format before you need it.
- Does the digital record replace my transfer notes? No, and a provider who says otherwise has told you something useful about their grasp of the rules. Waste transfer notes and hazardous consignment notes continue alongside the digital record. We found four listed vendors publishing something inaccurate about the law on their own marketing pages while we were reading the field, including one stating that paper transfer notes will no longer be accepted.

Grouping is ours, and it is a judgement about the product’s centre of gravity rather than a boundary. Several products would sit reasonably in two groups. The middle column is a summary of what the provider says on its own website, not a verified capability: nobody can inspect a competitor’s system from outside, and we did not try.
Built around digital waste tracking itself (21)
Products whose main reason to exist is the receipt-of-waste duty. If you run a permitted site and want software that does this one job properly, this is the lane to read first.

We read these companies’ own websites and could not find a digital waste tracking product being marketed at all. Several look like in-house systems built by an operator for itself, or bespoke integrations sold to existing customers. That is not a criticism: it means there is nothing published for a buyer to evaluate, so ask them directly.

What the field charges
Most of the list does not publish a price at all. Among those that do, the range at the time of writing runs from free to several hundred pounds a month, and the shape is roughly this: a free tier or two at the bottom, a cluster of single-site compliance tools between about £19 and £49 a month, full platforms between about £39 and £399, and quote-only enterprise suites above that. Per-driver, per-collection and per-note models exist as well, so a headline monthly figure is not always comparable.
Two things are worth knowing. Free until 1 October 2026 is close to universal, so it is not a differentiator, and the number that matters is the one that starts in October. And publishing a price at all is a minority behaviour in this field, which is worth weighing if you would rather not sit through a demo call to find out whether you can afford something.
Where DutyOS fits
We are on the list, at row 30 of 121. We passed all 14 production approval tests with no exemptions, and DEFRA’s reviewer confirmed that in writing. We charge £29.99 a month per permitted site, free until 1 October 2026, and the price is on the pricing page rather than behind a demo.
Honestly stated: that price is mid-field, and several credible products on this list cost less. What is bundled with it is a carrier platform as well as the receiving-site product, so a business that both collects and receives is not buying twice. Weighbridge tickets can be brought in by CSV import, but we do not read a live feed from the bridge the way several products above do, and that automatic route is the most common thing we are asked for.
If you want to know whether the duty applies to you at all before you look at software, the readiness checker answers that in a few questions and does not ask for an email address.
How this page was put together
The roster is the GOV.UK table, fetched on 19 September 2026 and counted row by row rather than summarised. Provider and product names are reproduced exactly as GOV.UK prints them, including its own occasional typos.
Of the 121 rows, 72 were assessed by reading the vendor’s own public pages on 2 September 2026, and 49 were not assessed at all. Those 49 appear in their own section, marked as not assessed, and carry no description and no price. That distinction is deliberate and it is enforced in our code rather than left to care: “we looked and found nothing” is a statement about a company, and “we have not looked” is a statement about us, and printing the first when the second is true would be unfair to a named business.
The obvious conflict of interest. This page is written by a provider on the list it describes. We have tried to handle that by using the same source for every entry including our own, by not ranking anyone, and by saying plainly above where our product is weaker than others here. If you find something unfair or out of date, it is worth telling us: the page is rebuilt from a single data file, and corrections are cheap.
