Where carriers stand with digital waste tracking
- From 1 October 2026 the duty binds the permitted site receiving the waste, in England and Wales. It does not bind the carrier.
- There is no legislated date for carriers, brokers or dealers. DEFRA has stated an intention of October 2027 on a GOV.UK guidance page: a plan, not law.
- Your duty of care and your waste transfer notes continue. Digital waste tracking sits alongside them; it does not replace them.
- From day one, every permitted site you deliver to in England or Wales files a digital record about your load: the waste, the quantities and your registration details. If your paperwork is wrong, that record is wrong, in a regulator’s database, with your name on it.
- In England, carrier, broker and dealer registration is being replaced by environmental permits under SI 2026/873. The date that matters is on your own registration certificate.

What you get
Waste transfer notes
- File a transfer note with every statutory field in one form: the parties, the waste description and code, the quantity, the container, the transfer date and place.
- The signature is taken on screen, with the signatory’s printed name. Where no signature could be collected, the note records why instead. Once a note is filed, its signature evidence cannot be changed: the database refuses the edit, whoever asks.
- The waste code is picked from all 842 codes in DEFRA’s catalogue, reconciled against DEFRA’s live service with no differences, so a retired or mistyped code cannot get through.
- Each note is a PDF you can view and download for the customer.
Hazardous waste
- Consignment notes with Parts A to E, filed from the same place as the transfer notes.
- A share link lets the receiving site complete and sign its own part of the note without a DutyOS account. The link is single use and expires.
Your registration
- Your carrier registration number, tier and renewal date are held once, on your account. The number is printed on every transfer note you file.
The office
- Your customers and your invoicing, in the same system as the notes.
- Duty Watch: the rule changes that affect a carrier, as regulators publish them.
- Your data: a copy of your records in a portable format, from your own settings, whenever you want it.
Getting started
- Create your DutyOS account as a carrier. It takes a minute. The first 7 days are free; your card is taken at sign-up and nothing is charged until the trial ends.
- Enter your carrier registration number once, under Settings.
- Add your customers. From then on a note form fills them in from a pick, not a retype.
- File your first note and invite the rest of your team.

On security. DutyOS Ltd holds a Cyber Essentials certificate for the whole organisation, issued 18 September 2026 and valid for twelve months. Verify it on the IASME registry. Your records are stored in the UK, in London.

Common questions
Do we have to report digitally from 1 October 2026?
No. That phase binds the permitted site receiving the waste, not the carrier. You keep your transfer notes and duty of care records as today. The readiness checker answers for your nation and your role.
Our registration is being replaced by a permit. What do we do?
In England your registration becomes an environmental permit under SI 2026/873. Nothing ends for everyone on one date; for most carriers the date is set by their own registration’s expiry. Does digital waste tracking replace the transfer note?
No. Transfer notes and consignment notes carry on alongside the new digital record, and the keeping periods have not changed: two years for a transfer note, three for a hazardous consignment note. Our answer on this explains why.
Is there a contract?
No. Monthly, or yearly; cancel any time from your own Billing page. Nothing is charged per user, per load or per note.
